Pluto is Jupiter’s brother  and is the god of the underworld.
He was a good ruler of the underworld, but he wasn't that good with such kind people in their life.
The souls did not stay there forever,they reincarnated.
Pluto would only rise to the surface if he were to attend a meeting of the gods,but he preferred the underworld.
